The building was originally designed to be an Army museum but was never used for that purpose. It temporarily housed the offices of the Prime Minister, and, for a while, served as the headquarters of the Lebanese University administration.
The design was not carried through in detail by Niemeyer who is said to have only drawn a sketch for it.
The role of engineers Khalil Ferneine and Jean Lymberis is to be determined.
