This building is composed of a towering block, housing ministerial functions, set within a horizontal single-storey base block containing a large hall for conferences, another for festivities, and small halls for committee meetings, along with their associated office and utility spaces. Moreover, this base block includes a restaurant and cafeteria defining, along with the aforementioned halls, two internal courtyards featuring vegetations and fountains. The building has two entrances, a main one and another reserved for employees.
