Covering an area of 162,000m2, the complex contained the Higher Agricultural Council which resided in the main tower, the Headquarters for Ministries of Agriculture, Agrarian Reform, and Irrigation with their related departments. The complex also included a computer center, conference halls, a library, cafeteria and other services.
