The project’s site is bounded by three streets and contains a parc and an old palace.

The building is constituted of three main parts. The first is the general secretariat and its services occupying a two-floor podium. The second is the 6-floor office block sitting on the podium and topped with the private employees’ club; the club is extended by a roof terrace with a cafeteria. The third part includes halls for festivities, meetings, and seminars sitting over a parking with a private entrance.
Within the halls, balconies are featured and reserved for invitees with status such as presidents, academics, diplomats, religious figures, and journalists, each having a separate entrance. An entire floor is reserved for an exposition space that hosts political, sports, and cultural events.
