The building adapts very well the various administrative services within, and offers a clear reading of the functions. See for example the courtyard surrounded by four sides belonging to buildings of various heights and functions, tied together by consistent detailing. The commission for the Tripoli Serail was won, through a competition, under the name of Louis Tabet, maybe due to Antoine Tabet's fame and public position. Khalil Khoury worked on the elevations of the building, assisting Louis Tabet.
