It was a competition won by Kazim Kenan. It was built with modifications in order to adapt the modern facades designed by the architect to what was expected. Second prize went to Anis Chbat, of Lebanese origins, director of the building department in Damascus. The building is also attributed to engineer-architect Abdel Razzak Malas, the author of the Public water building (Figeh) in Damascus.
