This project resulted from an international competition. It is made up of two towers, one of 24 floors and the other of 6 floors, which are connected by a walkway at the fifth floor. This walkway connects a public auditorium in the larger tower to the top of a parking in the smaller tower.

The smaller tower also contains a heliport, prayer rooms, a cafeteria, squash courts and a game room. The larger tower, finished with granite and curtain-walls, boasts a 22m diameter sphere. Apart from being a landmark in the city's skyline, the sphere contains the headquarter's dishes and antennas. Also in this tower are offices, and a museum of the history and development of telecommunications and other facilities on the first three floors.
